After opening in 2005, Cira Centre became the first new construction tower built in Philadelphia since 1992. Despite the rather stagnant office market, Cira Centre is occupied thanks to its Keystone Opportunity Zone designation, which grants city and state tax abatements for office tenants through 2018. The tallest building outside Center City, the Cira Centre is connected via skyway to Amtrak’s 30th Street Station, thus making it an ideal location for rail and bus commuters. The 28-story building’s irregular shape, reflective glass façade and exterior lighting system was designed by Cesar Pelli, who also designed the Petronas Twin Towers in Kuala Lumpur and the World Financial Center in New York. Address: 2929 Arch Street
