
One of two sites licensed for slot casino development by the Pennsylvania Gaming Control Board, the site was so named because of its former use as a sugar refinery. The Jack Frost Sugar Refinery was the first in the area, and was operational from 1881 to 1984. Employment increased tenfold in its first thirty years, and the complex grew to about 18 buildings on this 23-acre site. Casino complex plans call for a pedestrian waterfront plaza, an environmentally-friendly “green roof,” retail shops and restaurants. Investment group includes Chicago developer Neil Bluhm and power lawyer Richard Sprague, and projected costs are estimated at $550 million. Bluhm has stated that he plans to construct a temporary site with 1,500 slot machines to open within one year in order to maximize profit from the site’s proximity to the Ben Franklin Bridge.
