
This Northern Liberties site appears is the location of the next skyscraper along the Central Delaware (after Waterfront Square). The development team is led by Marc Stein, third-generation Philadelphia steel contractor, who envisions BVT as a “green” building certified by Leadership in Energy and Environmental Design (LEED) standards. Original proposals called for a 66-story 915-foot residential-retail-office-hotel-parking tower that would be just 30 feet shy of One Liberty Place. This proposal has been distinguished by its fairly smooth and thorough outreach to local civic associations: the Northern Liberties Neighbors Association adamantly support rezoning necessary to begin BVT construction. However, after questions were raised regarding how such a large tower would fit on the waterfront, developers proposed splitting the project into two separate towers to move the project through zoning hearings successfully. The development has brought many controversial issues to the fore, such as how to plan a regional destination, how to integrate community-based motives into a project with regional impact, and the variations in traffic congestion between a one-tower and two-tower approach.
