Its unfortunate that many people think that the grid has to be rigid. The point of the Civic Vision's recommendation on streets is that there should be a flexible network of "complete streets" (for people, bikes and cars), not that every street must be platted per the Civic Vision. The Vision's recommnedations focus on the City's adoption of a street plan (which they have the right to do according to the City's Law Department) and that when the land is developed the City will work with the developer on platting the streets. There is a distinction between the City adopting a street plan and the platting of streets, that might limit the value of the land. Those who want to protect what they see as their right to build "super" blocks that are unfriendly to pedestrians or privatize access to the river's edge seem not to understand that distinction. The adoption of a street plan (creating the right of the City to eventually plat streets) and carefully written zoning code with design guidelines can preserve everyone's right to participate in a creative act.
